Please try using: http://downloads.php.net/pierre/php-5.3.3-dev-nts-Win32-VC9-x86-dfsfix.zip in CLI, or using FCGI (IIS or mod_fcgi). I have to setup a test environment for DFS locally, but I won't be able to do it in the next 2 weeks.
