Yes the PHP directory is in my path, just check the output sent earlier,
yes the C:\Program Files\PHP\ext directory exists.

I know you are trying to help, but I have looked at all these pedestrian
issues such as missing dll's, path, etc., already and I still have this
problem.
This only began after upgrading both my Apache server and PHP. I have
removed them and re-installed them several times, and I still have the
same issue.

Are you sure about:
extension_dir => C:\Program Files\PHP\ext => C:\Program Files\PHP\ext
Also please be sure to fix these warnings, especially the timezone.
are you sure that C:\Program Files\PHP is in your PATH? So that PHP can
find the DLL it needs when it is loaded by apache?

Whenever I try to Apache and point it to the PHPIniDir "C:/Program
Files/PHP/" and LoadModule php5_module "C:/Program

error:
