This bug has been fixed in CVS.

In case this was a PHP problem, snapshots of the sources are packaged
every three hours; this change will be in the next snapshot. You can
grab the snapshot at http://snaps.php.net/.
 
In case this was a documentation problem, the fix will show up soon at
http://www.php.net/manual/.

In case this was a PHP.net website problem, the change will show
up on the PHP.net site and on the mirror sites in short time.

In 4.2.x, parsing the partial URL "/foo.php?a=b&c=d"
returned

array(2) {
  ["path"]=>
  string(8) "/foo.php"
  ["query"]=>
  string(7) "a=b&c=d"
}

but in 4.3.0-pre2 the query part is not recognized an
parse_url() return

array(1) {
  ["path"]=>
  string(16) "/foo.php?a=b&c=d"
}

The parse_url() function also have problems with URLs like
"file:///foo.txt", where the host is absent, and "mailto:user@;domain".
Both URLs were handled properly in 4.2.x
