Bug description:  HTTP_POST_FILES empty

Hello,

I have upgrated from redhat 7.2 to 8.0. Looks like the php version is
4.2.2. I cannot post files anymore. The $HTTP_POST_FILES['file1']['name']
is empty.

N.B. : The register_globals is on.

What is happening ????
