Bug description:http_build_query not accepting enc_type

According to the latest documentation, http_build_query should accept a
fourth
argument so you can specify the alternate RFC for encoding of spaces to %20
rather
than +
Checking the source however this does not appear to be the case, and this
has not
yet been implemented.
