Bug description:CURL No longer has SSL Support

When upgrading our test box to 5.3.7 RC4 (For PCI Complience due to a
security issue in 5.3.6) we noted that CURL no longer shows SSL as YES,
instead it shows NO.

Shows the CURL extension, but shows it without CURL enabled, OpenSSL is
available and showing as enabled etc.
Test script:

Should show SSL -> YES
