The file was 20480 bytes. Added one blank space and the crash was gone! I bet you're encountering the 4096 byte bug referenced in bugs 60758 and 60998. The responses have been that it's either fixed in SVN or not a bug so I'm confused about the status since recent snapshots are still affected. Seems to only affect Windows. WORKAROUND: Find all Drupal files that are exactly 4096 bytes or a multiple (e.g. 8192, 12288) and edit them slightly by adding a blank line or a comment in order to change the file size. Anyway the crash happens using PHP CLI, so it's not apache related.
