4.2.3 was not version you've indicated in your report, please try the latest stable snapshot of PHP, which is based on the upcomming 4.3.0. You can download it from http://snaps.php.net/ Once you download and install it and make 100% certain no old libraries from 4.2.3 remain on your system. When configuring your CGI php handler use php-cgi.exe and not php.exe.
