As strange as it sounds, I had to change the group ownership of the /usr/local/lib/php.ini to be the same as my web server. That fixed the problem. Thanks for your help. Are you sure it's not set off in some .htaccess file or httpd.conf ?? Are you sure that php.ini is actually READ by PHP?
