Please double-check the documentation available at http://www.php.net/manual/ and the instructions on how to report a bug at http://bugs.php.net/how-to-report.php Safemode prevents PHP from opening files owned by a user different from the one PHP is running as. If you /etc/passwd is owned by root and your PHP runs as root safe_mode will not stop PHP from opening the file. I can virtual include /etc/passwd and it will shows the contents of the file.
