I think this is just configuration error..you're mixing
the module configuration with CGI configuration..

And what about php.ini? Have you set the settings required
for IIS in it?

CGI binary

I have added this to my httpd.conf:

DirectoryIndex index.html index.html.var index.php
ScriptAlias /php/ "c:/php/"
AddType application/x-httpd-php .php 
AddType application/x-httpd-php-source .phps
Action application/x-httpd-php "/php/php.exe"

module?
