Bug description:  phpinfo() incorrectly shows v4.3.0

I'm sure this is no big deal since 4.3.1 is just a CGI security patch over
4.3.0, but phpinfo() shows v4.3.0 when it's running as an Apache module.

I'm assuming it's because the new zip distribution for Windows didn't
contain an new build of the php4apache (or possibly any) module dlls.
