This is specified by running configure with the options --program-prefix=something or --program-suffix=something. The point of this is to be able to have multiple simultaneous installations of a package. These configure options are not honored by the PHP configure script. It is not hard to do, and it would be useful for people wishing to have multiple versions of CGI/CLI installed (for example, it would be convenient to have php4 and php5 installed simultaneously to test BC).
