Which MPM model do you use in Apache2? (e.g. worker, prefork)
I managed to reproduce this with "worker" model.

i'm having the same problems, but i'm running php as an module instead
of cgi module.

Apache 2.0.43 on winXP 
PHP 4.2.4-dev

Setting output_buffering to On fixed this bug.

For example:
174412 Chars --> 7957 Chars
82828 Chars  --> 23906 Chars

not consistent, running the 82828 char file a second time gave me 43596
chars
