I'm having the same problem. Often multiple instances of php.exe will stay open after my scripts are executed which causes csrss.exe to use all of my CPU resources. Even after I end all instances of php.exe csrss.exe causes my system to hang. Only after a reboot will my system run without hanging, and after running a few scripts the problem returns. Now, although I haven't pinpointed the problem yet, it seems like PHP is causing CSRSS.exe (Windows' client/server runtime server subsystem), a system process, to jump up to 100% CPU usage.
