If following the manual installation instructions didn't 
work, then either you did something wrong, or there's 
something wrong with your system. You'll get all the help 
you need to sort the problem out on the php-win or 
php-inst lists.

Had exaclty the same error message and followed the manual
configuration in install.txt.  PHP still wont run?

A known 'feature' :)
If your machine doesn't have the required ocx control, the 
IIS configuration software can't run - so it tells you it 
can't. Manually configuring IIS is much easier than 
getting hold of and installing the OXC control.

After Install:

"Due to a missing OCX control on your system, the installation Wizard
is 
unable to configure your web server.  However, PHP has been
successfully 
installed, and all you need to do now is manually configure the web
server as 
described in the install.txt file which can be found in your php
installation 
directory."
