You need to always tell what the time SHOULD be.
Also, is this on local machine? Or some remote machine where you upload
the script?

This example shows exactly how braindead these abbreviations are: 

a) Nobody knows what they mean.
b) According to <http://www.worldtimezone.com/wtz-names/wtz-bst.html>,
"BST" means also "Brazil Standard Time" and "Bering Summer Time".
c) Everybody invents their own zone names - e.g.
<http://msdn.microsoft.com/library/default.asp?url=/library/en-us/vccore98/html/_crt__tzset.asp>
features a "GST" for "German standard time", which definitely doesn't
exist here in Germany.

John, can you please post the result of:

echo date("r"),"\n";
echo date("I"),"\n";  // uppercase "i"

And can you please make sure that your Windows machine knows in which
timezone it is?
