PHP's function mysql_ping uses the mysqli api function mysql_ping 
which doesn't support this functionality. 
 
mysqling doesn't work like the ping command, it checks if the 
connections is alive and if not it tries to reconnect.

The mysql_ping() function could not return the response time of the
database server (or the ping time of its host) instead of just return
TRUE? This could be useful for test if a connection is slow or the
server is remote and user of not compression (I don't know if this
could work anyway). Well, PHP could aslo have functions for ping and
traceroute, to check if servers are up before attempt to connect on
them with mysql_connect(), fsockopen(), file(), etc.  :-)
