Bug description: ftp_ssl_connect()

Hello,
I am not sure if everything is ok in ftp_ssl_connect() function ... I am
trying to connect ftp server using this function but I cant ... I will be
grateful if you can tell me what should I do ... or ... what should I
install on the server .
Reproduce code:

define('AUTO_TXN_HOST', 'ftp.domain.com');
$sftp = ftp_ssl_connect( AUTO_TXN_HOST, 22 ); // problem is in this line
Expected result:

I should be connected
Actual result:
