Bug description:  date() does not support negative timestamps now even on Linux.

Description:

date() does not support negative timestamps on Linux. Previous version
can.

Reproduce code:

echo date("j M Y", -100) ;

Expected result:
----------------
Obviously not 1 Jan 1970
