Bug description:  PHP Startup: Unable to load dynamic library ...

Description:

PHP fails to load any extension, that I enable in php.ini, with error
message (for ex. for php_exif.dll) "PHP Startup: Unable to load dynamic
library "C:\Program Files\php-5.0.rc2\ext\php_exif.dll'. Any change to
extension_dir doesn't seem to work, I still get the error message whatever
the path is (the modules are really stored there).

I'm running Apache 2.0.49 and PHP as module.

With PHP 4.3.4 it works fine with the same Apache.
