Bug description: ISAPI MSSQL horribly slow
Description:

SQL queries take several seconds under the ISAPI module; with the same
queries taking virtually no time at all using the CGI module. Same .ini,
same everything except ISAPI vs CGI.
W2k3/IIS, PHP 4.3.6
