Bug description:  popen: 'b' flag broken in Linux, not defaulted in Windows

Description:

It appears that popen($command, 'r') DOES translate newlines on Windows
2003 -- contrary to documentation of fopen that implies it should default
to binary mode. Changing the mode to 'rb' fixes the problem, but generates
a warning and fails to open the pipe on Linux:
