I think it's an Apache limit, check that first.

If HTTP upload file is more than 2Mb, the file does not go through.
Don't tell me to fiddle with the php.ini file, I already have.
Yes, I changed the MAX_FILE_SIZE in the FORM data to 601000000.
(601Mb)
I'm using apache v2.052 and PHP 5 (latest version), I have
double-checked the php.ini file and changed upload_max_filesize = 601M
plus the others specified in tutorials such as timeout and browser
timeout options (I forget the names).

Not really useful but can give you idea of what type of tutorial I used
to attempt a transfer to my home machine.
