Bug description: browscap error parsing

Description:
------------
The browscap line in php.ini point to a file browscap.ini
I have downloaded the latest version of the browscap.ini and there are
some problems. When I restart the Apache Server, I get errors like "Error
parsing "...browscap.ini" on line xxxx"
I get the same error twice...

It seems that the char ! (exclamation mark) is not allowed by the parser.

Oh, and something more, now in PHP5 it seems that there is a folder
"extras", and the default value in php.ini is "extra/browscap.ini", you
should add an s to extra ?
