Bug description:  Bundled PDO SQLite driver contains critical bugs

The bundled PDO SQLite driver is 3.13, as
reported by: 

PDO::getAttribute(PDO_ATTR_SERVER_VERSION); 

There have been a number of critical bugs fixed
upstream since this release.  See http://www.sqlite.org/

I don't see any reason not to upgrade to the latest
upstream release: 3.2.2 as of now...
