Description:

For some "small"(or empty) stringes iconv_substr produce error when try
to use offset > strlen

Reproduce code:
---------------
<?php
  $x = iconv_substr("a",3,2);
  var_dump($x);
?>

Expected result:
----------------
bool(false)



Actual result:
--------------
