The installer adds the ISAPI extension to IIS for .php files, linking them to php-cgi.exe. The problem is, it does not set the option of "Verify that File Exists." This option causes IIS to validate the presence of the requested file. Without it set, as it stands now, php will always return an html page even for non-existent files! For example if I request www.website.com/nothing.php (a file which doesn't exist), PHP will still return empty HTML tags instead of the usual 404.
