I've got same problem with 5.1.2 (and previously with 4.3.8). Both clean install, Win2k, IIS 5.0. Everytime I enter (reload) a page, it creates a new file in my sessions directory. Just did a clean install of Apache 2.0.52 and PHP/4.3.9 ... and I have the same issues.
