Bug description:  php does not honour open_basedir when used with mod_fastcgi

Description:
------------
I set open_basedir in php.ini to /tmp (for testing purposes) and use a
script <?php phpinfo() ?> in /home/user/www.domain.com

I can see that open_basedir set as /tmp however the script continues to
function without any troubles.

Expected result:
----------------
I expected that the script would bail out with an open_basedir restriction
error.

Actual result:
--------------
Script doesnt give open_basedir restriction error.
