Bug description: Directive browscap is PHP_INI_SYSTEM

Hello. I have a trouble. My Web engine use get_browser(), so for normal
working I should to rape hosting administrator's brain :-) Please, set
changeable of 'browscap' to PHP_INI_ALL. And I'il use ini_set. Thanks!
