Bug description:  mkdir(), chdir() and friends broken in ZTS

Description:

mkdir(), chdir() and pals always work form the orginal 
cwd.


Reproduce code:

chdir("/"); chdir("mnt");
?>


Actual result:
--------------
PHP Warning:  chdir(): No such file or directory (errno 2) 
in Command line code on line 1
