This was a bug in the bundled pear, since package will not be made you either need to download new package from go-pear site or wait till next release of PHP. Resolution from cellog in PEAR bug tracker: "Thank you for your report, this bug was caused by a fault in the release process for PHP. To install PEAR, download http://pear.php.net/go-pear.phar and replace the go-pear.phar in your PEAR directory that came bundled with PHP 5.2.0."
