WebTV clients don't handle cookies. They are stored and sent
by the intermediate server/proxy system.
Excerpt from [1]:
"Cookies are stored on the server in the WebTV system, and
they've been an on-and-off problem since the beginning. Last
year, they were broken for all users for several months. So
it isn't something that the user could fix themselves by
upgrading their browser.
