No they are not deprecated.
The feature itself is deprecated, but the functions that check for the
feature are in no way deprecated.
In fact, their use is encouraged, especially for people that need
backwards compatibility with earlier versions.

The fact the feature is deprecated is explained else where, but a note
of the fact could be added to the function docs too - but then we need
to make it clear that the functions themselfs are still strongly
encouraged to be used to fix previous years mistakes.
