It is done in HTML usually:
<META HTTP-EQUIV=Refresh CONTENT="10; URL=http://www.htmlhelp.com/";>
In php.
NOTE: This will only work if there is nothing else on the page. If you
want to print something then push them after 10 seconds, use the meta
refresh above.

sleep(10);
header("Location: http://www.htmlhelp.com";);
