dove stai mandando questi email? FOrse certe mailing lists non cianno supporto per HTML e solo text normale. Win98 non lo so perche ti fa vedere il codice, penso che non "capiscono" il HTML e anche qualche impostazione deve essere cambiato per accetare HTML.
