This should be fixed in CVS now.
Fix will be included in 4.0.5 when it is released.

The date and gmdate functions are not reporting the correct timezone on my system.  I 
am using the ISAPI DLL on W2K-AS.

Using "Z" format with "date" function results in 18000 on my system.  This is "500" in 
hours.  It should by "-0500" since my computer is in the Eastern time zone.

Also, contrary to the note on the documentation, "gmdate" is returning a non-zero 
value when given "Z". The doc says that gmdate should always return zero for the 
timezone, which makes sense.

Any assistance is appreciated.  I hardcoded my timezone for now (yuk).
