Description: htmlspecialchars() DONT convert a string/array ONCE

Please note:

$foo = "<a href="foo">..</a>";
$foo = htmlspecialchars($foo);

//now $foo is "& lt;a href="foo"& gt;..& lt;/a& gt;" 

$foo = "<a href="foo">..</a>";

//$foo is & lt;a href="foo"& gt;..& lt;/a& gt; 
//although $foo is filled with a new value, $foo converts the string!
