The new file uploading code, which will be available from PHP 4.2.0 and higher, has functionality you request. You can try it by getting a snapshot from snaps.php.net. Setting a upload_max_filesize value to 10MB rather then 10M causes PHP to ignore the MB portion and only allow uploads of 10 bytes instead.
