How to reproduce bug #14496:

compile php module for apache with mm & session support.

compile php cgi with mm & session support.

start apache with php module.

note /tmp/session_mm.sem permissions.

now, while apache is running, execute the php cgi.

You will then get the error from bug #14496.

Work-around: compile php cgi without mm support.
