Since it seems that someone is working on the bug report system,
here's my suggestion for improvement:

The bug report subject lines seem to carry a LOT of excess baggage.
The subject line for an update email for a bug in the five-digit range
contains 30 (!) characters of text before the bug report title starts:

 123456789012345678901234567890
"[PHP-DEV] Bug #15415 Updated: " "[VOTE] case sensitive function/class names
for PHP5"

My email program displays about 50 characters of the subject line by
default, so this is significant. I don't object to these emails being sent
to php-dev, but perhaps the subject could me mangled a bit to save some
space:

"[PHP-BUG]15415: " would represent savings of 14 characters from each
subject line, significantly improving legibility. I wonder if the list
manager can be massaged to let this through without prepending [PHP-DEV] on
it?
