> develop a php application You dont need a CVS account to develop a PHP application... all you need is some webspace that is PHP enabled (ask you webspace provider / ISP). If on the other hand you're developing PHP's internal modules (eg: wanting to extend / bug fix PHP itself), or update the documentation etc. then your request is valid.
