Make that - the ActiveState way (ppd), which uses an XML format to specify 
download location, file
requirements etc. - pretty much what PECL aims at currently.
You can however set alternate repositories, like theoryx5 for the things 
ActiveState doesn't touch :-).

Not necessary, if the expat extension remains compiled in and php-cli/pear 
is working properly. The
XML format is the glue between the platforms.

CPAN uses it's own config.pm file, assumes a number of things (try `readme 
Foo::Bar` when there's no
readme) and requires a fixed repository lay-out.
