The reason is that having these 2 files covered by GPL licence will prevent PHP4 ports to some proprietary platform which could only live with ASF or LGPL licence model.

I think we can remove the info about the ancestor imageingo.c in image.c since we
completley rewrote that stuff.

Leaves the other file rand.c.
