Hi GSL(GNU Scientific Library) has a part about statistics. It has 27 functions. I think not to copy the names of all functions. At the moment or better - my current effort to wrap this library. However it is GPLed and I haven't received an (dis)approval from the authors. You make take a look at this library. I am going to see what netlib can provide :)
