I would strongly suggest that the -q switch would imply changing the
working directory to that of the script, unless overriden by -C.

i'am in the same condition of Jean-Michel (maintaning some php scripts) and i think
this is a very good thing to do.

another compatibility issue beetween cgi and cli is the fact that the cli version
does not send error messages to stderr as the cgi version did. is this the
intended behaviour ?
