Mainly that there's no benefit in this case to a newer version.  If the 
interface had places where a union type or `mixed` would be helpful, for 
instance, then it would make sense to go all the way to 8.0 and use them.  (We 
did that for a few other updated PSRs.)  If the optimal set of language 
features for the particular RFC can be satisfied by 7.1, then there's no real 
benefit to forcing it higher just-because.
