Wrap it in a shell script or batch file. 

Something like:

REM ---Start cli.bat---
./cli/php.exe -c <<cli-php.ini location>> %1 %2 %3 %4 %5 %6 %7 %8 %9
@exit
REM ---End cli.bat---
