As Mike said, I have a similar problem. I am using PHP 4.1.2. What release are you using?

Have you upgraded PHP recently? As far as I recollect, this behaviour was changed somewhere in the 4.1.x-4.2.x range of releases. For a full description of the exact behaviour, see my recent post in response to Peter Walter (sent on 11-Dec at 17:36 GMT).
If you want your session handling to rely solely on cookies, then set the session.use_only_cookies option in php.ini -- but be aware that anyone using a browser with cookies turned off will not be able to use your site.
